It highlights initial optimism following 9\/11 and post-Seattle reflection, the complex mandate covering agriculture, services, NAMA, and the controversial Singapore issues, and critical breakdowns at Cancun (2003) and July 2008. Despite partial recoveries\u2014like the July 2004 \u201cpackage\u201d and the 2013 Bali momentum\u2014the round was hampered by entrenched North-South divides, food security debates, and shifting global politics. The text concludes that Doha\u2019s ambitions have largely failed, and recommends focusing on deliverables like trade facilitation to reorient the WTO\u2019s
