It introduces the General Agreement on Trade in Services (GATS), which established multilateral rules for service trade in 1995 and defines four modes of supply, from cross-border delivery to the movement of individuals. While public services remain excluded, GATS covers a wide range of sectors. The current regulatory landscape includes numerous services-related PTAs and ongoing negotiations for the Trade in Services Agreement (TiSA), aimed at further liberalising global service
