Trade in Services: Market Access and Regulatory Convergence

This presentation highlights the growing role of trade in services in the global economy, now accounting for over two-thirds of world GDP and playing a vital intermediary role in supporting other sectors. It introduces the General Agreement on Trade in Services (GATS), which established multilateral rules for service trade in 1995 and defines four modes of supply, from cross-border delivery to the movement of individuals. While public services remain excluded, GATS covers a wide range of sectors. The current regulatory landscape includes numerous services-related PTAs and ongoing negotiations for the Trade in Services Agreement (TiSA), aimed at further liberalising global service trade.
